Synology NAS and rsync client does'nt support CP852 coding  XML

I tried to use DeltaCopy server on Windows XP and client is Synology NAS CS-407 with built-in rsync client. The filenames and directory names on the NAS has czech int. characters (codepage CP852). When I sync these files the target names are on Windows XP changed to unreadable format (see attach.). If the rsync client is also DeltaCopy on another Windows XP, the filenames on the target machine are OK.
Can you help me please ?

DeltaCopy client is have not "setup codepage" for other rsync servers, different of DeltaCopy.

Look at:

Expand cygwin1-dll-20-11-18.tar.bz2 to get cygwin1.dll, exchange the file in the DeltaCopy instalation folder (e.g. c:\Program Files\Synametrics Technologies\DeltaCopy\).
To write the .dll, you must first stop DeltaCopy service (if rsync server is running).
