I entered the wrong info when starting the DeltaCopy server, and now it won't let me change it. I just get "Could not start the service. ..."

How do I change that user/password?

Same happened to me. Go to Control Panel > Administrative Tools > Services, right-click the service with name DeltaCopy Server, click Properties, click the Log On tab, and correct the user / password info.
